Canada has established dedicated pathways for Hong Kong residents to apply for permanent residence, providing opportunities for both graduates and individuals with Canadian work experience. These pathways are open until August 31, 2026
Due to a high volume of applications, processing times have increased, with many applications expected to be processed after 2027. To support applicants during this period, a new public policy allows eligible individuals to apply for an open work permit while awaiting a decision on their permanent residence application. This policy is effective from May 27, 2024, and will remain in place for 5 years. Applicants must have held a work or study permit in the 3 years before their permanent residence application was received to be eligible.
Assess the applicant’s background (education, work experience, immigration status).
Determine which stream (Stream A: In-Canada Graduates or Stream B: Canadian Work Experience) fits best.
Explain all eligibility requirements clearly, especially for those unsure if they meet education or work experience thresholds.
Help clients gather and organize required documents such as:
- Proof of education (transcripts, diplomas, degrees)
- Proof of work experience (letters, pay slips)
- Language test results (IELTS/CELPIP or TEF)
- Police certificates and passport scans
Assist with filling out and reviewing PR application forms.
Ensure completeness and compliance to avoid delays or rejections
Help eligible PR applicants apply for the new 5-year open work permit (available from May 27, 2024) so they can stay and work in Canada while waiting for PR processing.
Assist with gathering the required documentation and submitting the online application
